Detailed Description

Set max allowed ARP or ip6 neighbor entries request.

Template Parameters
client_index- opaque cookie to identify the sender
context- sender context, to match reply w/ request
is_ipv6- neighbor limit if non-zero, else ARP limit
arp_neighbor_limit- the new limit, defaults are ~ 50k
