Detailed Description

Start / stop sending router solicitation.

Template Parameters
client_index- opaque cookie to identify the sender
context- sender context, to match reply w/ request
irt- initial retransmission time
mrt- maximum retransmission time
mrc- maximum retransmission count
mrd- maximum retransmission duration
sw_if_index- software interface index of interface for sending router solicitation
stop- if non-zero then stop sending router solicitation, otherwise start sending router solicitation
