Reply to set the ACL list on an interface.

Template Parameters
context- returned sender context, to match reply w/ request
retval0 - no errorDump the specific ACL contents or all of the ACLs' contents
client_index- opaque cookie to identify the sender
context- sender context, to match reply w/ request
acl_index- ACL index to dump, ~0 to dump all ACLs
